The Federation must contain a virogen that is killing plant life by affecting the chlorophyll production of the flora, while humanoids are carriers most species remain unaffected. There is no known cure. The Haida is assigned to a blockade of the Valdez system, home to the Halona Station, a research facility designed to house about 60 scientists which is temporarily being used as a refugee camp for 1400 people.
